first guess, you are using the wrong URL. Do

osc -d ls

the URL needs to start with https://api.opensuse.org ...

I tried:
# osc -d ls

Did you configure the correct username and password?
You can check it via
osc config https://api.opensuse.org user
osc config https://api.opensuse.org pass

Also check if the keyring usage is disabled (unless you
explicitly want to use it):
osc config general use_keyring
osc config general gnome_keyring
