I think the idea sounds good. But is downloading it an indicator of it
being correct? How many people download/install something and then
find it did not work?

Maybe add a rating to repositories where people can rate them on how
well they work for them. That combined with download activity could
tell that the repository may have something of interest...

popular of them could be moved to official repositories, not ones hosted under
'home:/'. That probably will free some OBS resources as well, and eliminate
the need of "if you want something done - do it yourself".
