That should not be necessary, as OBS keeps the produced files separate on a per-distro basis, e.g. /repositories/home:/foo/openSUSE_13.2 so that there is no overlap in filenames in the absence of tags.
Yes, it's not necessary, but nice to have. I've got email from a user saying that he couldn't install deb file he downloaded. He probably downloaded file for different version of Ubuntu, but it's harder to tell if the files have the same name.
