[opensuse-buildservice] Disabled packages coming back

This is another HUGE thing I've been dealing with.

I tried to "un-publish" a package that I built, and the changes do not
stick.

As you can see, it goes away. Then I deleted a package to regenerate the
repo. It comes back.

Then I tried disabling build completely. Still there.

The only way I think I can make this go away is to change the project.
Why is this? The build in the Web UI was 1.3, not 1.1. 1.1 is when I
tried unpublishing it in the first place.

What's the correct way to remove something from the yum repo, but still
leave the sources in the system?
