but if using local build , I found it can't generate the rpm by
command "osc build i586" or "osc build "

try

osc build -b i586

(as pointed out in the mailing list, -b instructs build to process baselibs.conf and create multi-arch RPMs. The speciality is that you have to do this during the build of the 'target' arch of the binaries, not of where the RPMs will be used (so for i586, not for x86_64). Reason being that it's just a second RPM created from the same build binaries.
