Hi:

The server static.opensuse.org does not set proper expires/last-modified
headers on CSS and Javascript files causing slowness in the web
interface (always return code 200 and not 304 Not Modified)

I suggest the person in charge to run a test on:

http://pagespeed.googlelabs.com/

that will give hints and solutions to the problems.
