notice it doesnt buildrequire any kde 4 package. the macro is part of the kde 4 devel packages.
I think, I don't need any build requirements. I just copy some ruby files via my cmake script.
well you use the cmake_kde4 macro so you need the package that provides that. and that is a kde devel package.
