My guess is you need the 'sqlite3-devel' package.

I've got a small package that includes: sqlite3.h:
On my 11.3 desktop, zypper what-provides is not showing it in the default

Is there a way I can do that across the obs?
No, header files are not included in the repository metatdata.

My guess is you need the 'sqlite3-devel' package.
Cheers,
Michael.
