to finish Adrian's sentence:

[...] unless the package you're working on is a branched package. In this case 
you can go to the 'files' section of the 'fixed' package. The files is
split in two parts: "Link" and Files".
Below "Link" you can see where your package links too, and you can view the 
diff. In this screen, at the bottom you have a text box to define the
"Reason for the submitrquest" and a "submit" button.
