Before introducing yet another patch to the cyrus-imapd package we wanted 
to see how the problem is handled upstream.
So have been working with them to fix the annoying behavior when 
user_deny.db is not present. Richard Bos created a bugreport in the 
upstream bugzilla to discuss possible solutions to the problem 
(http://bugzilla.andrew.cmu.edu/show_bug.cgi?id=3206). Last week the 
cyrus-imapd developers decided on a fix, that should end up in the next 
cyrus release. I am currently backporting that fix into our packages.

BTW, if you don't want to see cyrus-imapd's debug level messages, just 
configure your syslog daemon to discard all messages at the level "debug" 
for the "DAEMON" facility?
