Make sure global option -A works too in a checked out package.
Always check if -A was passed to command line and use it
instead of the package/project dir information.

Can you tell us what is the usecase for that ?

Some examples:

- within e.g. a package dir checked out from api.myhome.org you are able do
do this:
* osc my sr (get info from api.myhome.org)
* osc -A https://api.opensuse.org/ my sr (get info from api.opensuse.org)
- within e.g. a package dir checked out from api.opensuse.org:
* osc log (get info for a package from api.opensuse.org)
* osc -A https://api.myhome.org/ log PROJECT PACKAGE
(lock what where the latest changes for a package at api.myhome.org
without change the dir)

I assumed -A is a global option and should be respected.
