I need to enable publishing for wipebinaries? I disabled build and
publishing for 11.2 and Factory because I didn't want the binaries in
the repos. I'll enable publishing.

Enabling publishing didn't work, the lilypond binaries are still stuck
in Factory and 11.2 repos.
