 why is this done?

I have the following modifications for test.spec:

< Requires:       bash ksplashx >= 4.2 mc kwin >= 4.1

> Requires:       bash mc kdebase4-workspace kde4-kwin
-----------------------------------------------------------------

 Prjconf has:
Substitute: ksplashx kdebase4-workspace
Substitute: kwin kde4-kwin

 It clearly knows about the versions, but it strips them away for whatever 
reason, which I don't understand, since if I want at least a certain version 
of something, I don't really care what the exact name of the package is.
