Have a look at http://en.opensuse.org/Build_Service/Upstream_Integration
(I don't know what the current status is - if in doubt, test 
yourself ;-)

Please keep in mind that usually multiple developers commit to a SVN - 
therefore you should also be able to trigger on "svn up" ;-)
