I got the following information from Takashi a few days ago:

Jan renamed it to libebl1, which is generated from elfutils.spec.
---

So I thought the source package is elfutils. See also:

rpm -pqi /work/CDs/all/full-head-x86_64/suse/x86_64/libebl1.rpm
...
Source RPM: elfutils-0.137-1.4.src.rpm
...
