Actaually Ubutnu has achieved them all.
It has both 1 small core system, which is fully maintainable, one
large repository (universe), and one large repository of problematic
software (multiverse).

You can not compare this, because these are seperations due to legal issues of
the software, but has nothing to do with trustworthy of the content.

You can of course use the rules of Ubuntu (or Fedora or ..) as a base to
define requirements for the questions above. But please keep in mind that we
do not want to have an openssl package like Ubuntu had ;)
