[opensuse-buildservice] repository update announcements

Hi,
on last CZ PACK meeting we have discussed the possibility of informing
users about updates in BS projects. It is desirable to have some way of
giving users a notice when some important changes take place (good
example may be moving GNOME:STABLE to newer version or renaming of a
project/package).
The best way would perhaps be creating some repository-bound feeds which
YaST could display when updating or installing. Also such feeds should
be accessible either through a separate mailing list (to not spoil
already existing ones) or better as a RSS/ATOM feed. Input into the
feeds should be both manual (for cases such as the aforementioned update
of a whole repository) and automatic (triggered e.g. by a successful
build of a new version of a package). Feed entries would need to have
some priority flag, so that UI doesn't annoy users with not-so-important
announcements.
