It might be the problem I've hit recently. The issue got fixed in 4.11-rc4, but I guess it won't be backported to 4.10.x.
A test kernel with the backported patch is being built in OBS home:tiwai:bnc1031935 repo. Could you check later whether it fixes your issue?
OK, I booted with 4.10.8-1.g5cf8f56-default, and it seems to work perfectly. I can change virtual terminals at will. The only strange thing I noticed is that tty10 is empty: It doesn't contain the system log as in earlier SuSE versions.
