Yes, it is one of these devices which is supported by both the radeon and the
amdgpu driver. When I installed that graphics card, I noticed that the kernel
would try to load both drivers, and the first one would win. I did not want the
driver to be picked at random, so I blacklisted one of them to make sure the
same driver would always be used. I had no reason to prefer one driver to the
other, I tried amdgpu first, it worked, and I never changed since then.
If we don't want Tumbleweed users of older graphics cards to use the amdgpu
driver then we should not build the kernel with CONFIG_DRM_AMDGPU_SI=y and
CONFIG_DRM_AMDGPU_CIK=y.
