The problem is actually much worse - if you modify the list from inside the
zypper shell, you may end up with a lock list 2, 4, 8 ... times the original
list.
e.g:
pebbles:~ # mv /etc/zypp/locks{,_}
pebbles:~ # zypper ll
There are no package locks defined.
pebbles:~ # zypper sh
zypper> ll
There are no package locks defined.
zypper> al foo
Specified lock has been successfully added.
zypper> ll

zypper> ll
