What is actually the reason openjdk cannot use a shared library (either
directly or via dlopen())? NSS is updated rather often (every 9 months at
least).
By the way, linking statically with libfreebl also means one would end up with
two parallel versions one linked against the FIPS-certified version and the
other one against the latest.
