Hi Pieter, even if openSUSE is systemd, some of our maintainer doesn't enable
it
nor try to do so.
to make it short postgresql on openSUSE is still using /etc/init.d/postgresql
script.
if you want to give postgresql some environment var you can edit
/var/lib/pgsql/.bash_profile and add them here.
so mostly your
POSTGIS_ENABLE_OUTDB_RASTERS=1
POSTGIS_GDAL_ENABLED_DRIVERS=ENABLE_ALL
restart postgresql and a sql
SELECT short_name
FROM ST_GDALDrivers();
should show some rows

I've attached a sample systemd service file I'm using which work perfect since
year (one the db is initialized)
