Vanilla Kernel With pci=nocrs
I did some research to try to learn and understand about address collisions and
came across this:

So I rebooted into kernel-vanilla with pci=nocrs (dmesg output attached). Still
not working.
But I'm wondering if it's a BIOS issue with this card that perhaps was not an
issue with older kernels?
I suppose a possible next logical step would be to try to upgrade the BIOS -
but I have never done that before with Linux - and certainly not without a
floppy drive :) It's been a long time! So am a little nervous about that - I
need this PC to work :)
I could also try pci=use_crs as well, I suppose, with this vanilla kernel.
