I guess you left /sys/power/pm_test modified? This is no one-shot variable.
When this is set, all the rest PM would follow this mode.
In anyways, your tests with pm_test indicate that the problem lies in the lower
level, i.e. BIOS or firmware, not in the kernel itself. There might be some
workarounds, but it's unknown. Windows supposedly works by doing some secret;
or it's even possible that BIOS checks the OS and changes the behavior.
So, sorry, from the kernel POV, there is no many things to fix as of now. You
can try to adjust some BIOS setups to see whether it makes any difference.
