If that were universally true me and Dominique should have missing translations
too.
My locale is LANG=nb_NO.utf8
yet all my translations for GNOME sits in
/usr/share/locale/nb/LC_MESSAGES/gnome-boxes.mo
and are working just fine.
and I have "nothing" in
'/usr/share/locale/fr/LC_MESSAGES' folder. Yet I get the full french
translation when starting apps with LANG=fr_FR in front.
I suspect this is something the installer is not doing correctly when using the
dvd vs net-installer.
Doing testinstalls in a VM the 2 different ways would be good, but I just can't
be asked to do that on a sunday :-)

The problem/task at hand is finding what "system variable" is different.
Last hunch I can come up with:
what does
grep RC_LANG /etc/sysconfig/language
output on your box
