Sorry for the delay, my day job interfered ;-)
Followed your advice and created the attached script (now in /usr/local/bin) and created an xfce keyboard application shortcut (settings -> keyboard -> application shortcuts) for XF86WWW (Fn+PrintScreen). Now the keys toggle wifi through Networkmanager.
Do you know if there's a difference in power consumption by the wifi device when hard/soft disabled? My main goal was to save battery power by switching off wifi when I don't need it.
It pretty much depends on the driver. I guess iwlwifi does well about the power control. You can check via powertop, for example.
I'm hoping to find time soon to investigate which of the Dell .debs enables support for wifi switching on Ubuntu. I've asked on a Dell support forum but they're not very responsive.
