I cannot reproduce it on 13.1/13.2/sles12, see bellow.
Seems your configuration is fishy somehow. See also:

"Only available when server and clients are OpenVPN 2.1 or higher"
When you can reproduce it, please provide the complete config
from client and server [without certs & keys of course] and
the exact version numbers you're using.
