I can confirm this bug.
I have overheat problem on my Asus F8Va with Radeon HD3650 (openSUSE 11--13.2).
I tried different kernel version -- it does not help.
With old fglrx driver the temperature was about 36-40 degrees, the laptop was
not hot. Now the laptop can turn off due to overheating when only Firefox
running with 3-4 tabs opened, and the chassis is very hot.

current memory clock: 396000 kHz

After setting the low profile, the current memory clock does not change:
---------------------------
echo low > /sys/class/drm/card0/device/power_profile
frame6:~ # cat /sys/kernel/debug/dri/0/radeon_pm_info

current engine clock: 109680 kHz
default memory clock: 400000 kHz
current memory clock: 396000 kHz
voltage: 950 mV
PCIE lanes: 16
---------------------------
The temperature (after 10-15 min) is still high, with NO app running. CPU freq
is set to 800 MHz.
