That sounds rather like a feature, not a bug:
/etc/logind.defs contains:
#
# Min/max values for automatic uid selection in useradd
#
# SYS_UID_MIN to SYS_UID_MAX inclusive is the range for

# UID_MIN to UID_MAX inclusive is the range of UIDs of dynamically

UID_MAX 60000
# System accounts
SYS_UID_MIN 100
SYS_UID_MAX 499
which makes users from 500 to 999 to be in an uncategorized class.
GDM shows USERS only
AS this slipped in an upstream though, the change is too invasive, I agree..
Bjorn: if you need to reset this to 500, you can pass --with-minimum-uid=500 to
configure
