I'm not keen on changing the default.
I understand that you don't want an openSUSE-specific default. OTOH, the current default is terribly outdated.
This is something that should be changed in the upstream kernel. I'm quite sure you know where you can submit a patch ;-)

Please avoid a sysconfig file - I'd _guess_ /etc/sysctl.conf or /etc/sysctl.d/* would be a better place.
