Actually I can trivially reproduce it:
linux-5ien:~ # cat /etc/udev/rules.d/50-test-net.rules
SUBSYSTEM=="net", ACTION=="add", KERNEL=="eth*", NAME="virtio"
linux-5ien:~ # ifconfig -a
...
virtio Link encap:Ethernet HWaddr 52:54:00:12:34:56
...
linux-5ien:~ # udevadm test /sys/class/net/virtio
...
linux-5ien:~ # ifconfig -a
enx525400 Link encap:Ethernet HWaddr 52:54:00:12:34:56
...
So either persistent rules generator should not emit KERNEL match at all (why
would we need it? We are supposed to match by stable properties that are
unique, right?), or it should do something like
KERNEL=="eth*|new-name", NAME="new-name"
