I have figured out that the issue is related to one of the following two
possible root causes:
1. Bluez cannot reconnect to paired devices after system suspend
2. Bluetooth PIN is not handled correctly in the bluedevil KDE applet
The issue is therefore not resolved but I know it is not related to pulseaudio
and I there is a workaround (reboot system instead of suspend).
