[Bug 884949] Snapper number cleanup mechanism doesn't work

The "number" cleanup algorithm only deletes pre- and post-snapshots together so both must have the algorithm set. Maybe this fact is not documented. So I wonder why the cleanup algorithm is often empty. Did you change those snapshot manually?
