Nothing really obvious fell out of the logs. Well except that the highmem zone
is quite small (only 80M) which can lead to interesting issues. But I am not
sure whether this is related or not yet.
Could you try to retest with /proc/sys/vm/highmem_is_dirtyable set to 1? If it
doesn't help then the next thing to try would be applying (72457c0a05ed mm:
revert "page-writeback.c: subtract min_free_kbytes from dirtyable memory"). I
will attach the backport into bugzilla. It is a bit of shooting into dark but
maybe worth trying. I do not have a good idea what is going on here, to be
honest. Everything indicates that the dirty memory throttling is blocking the
hibernation process but a rough calculation shows that ~400M is dirtyable so it
shouldn't get stuck at the very beginning which is what I understood is going
on in your case.
