The kernel packages in OBS Kernel:openSUSE-13.1 have already mei as modules. So, at first, install this, and confirm that the problem persists.

Then, try to install mei-kmp package (either -default or -desktop) attached below. These contain backports up to 3.13-rc2.
Done. The updated modules aren't automatically loaded since the kernel version number doesn't match (was it the meaning of your last sentence? I don't quite understand it).
