Libzypp (and thus also zypper) simply uses libcurl. libcurl in turn tries
all of the addresses, but it only reports the last address back in case of an
error, thus zypper always prints the IPv6 address. That doesn't mean it hasn't
tried the other ones before.
Please check your /etc/hosts file to make sure it does not contain a hardcoded
IPv6 entry for download.opensuse.org.
If you execute 'ZYPP_MEDIA_CURL_DEBUG=2 zypper -v ref', /var/log/zypper.log
will contain all requests and server responses libcurl issues. This should show
whether libcurl did not get an IPv4 address for download.opensuse.org or if the
IPv4 also failed (e.g. because download.opensuse.org was down).
