Now I see where is the problem.
When YaST tries to create the user, it checks if a user directory exists and
assigns the user the UID of the home directory owner. That is useful for
situations when you are actually mounting some of your old home directories
during system reinstallation.... which seems to be more often than your case
with a mount point into the user's directory. Because in your case, YaST finds
that root is the owner of the (existing) directory and tries to create user
with UID 0; which fails
