Thank you for explaining this to me and for making the bugreport. Do you see any way to make LightDM set proper locale to the greeter as a workaround before devs do something about it (I wouldn't expect it anytime soon, knowing the life)?
I've fixed it now myself, the patch is in the X11:Utilities/lightdm package and should hopefully reach Factory soon.
