Maybe udev notices the devices for some reason and runs "mdadm -I" on the devices and it turns them into an array before "mdadm --create" can get around to doing it. It seems unlikely but it is the only scenario that I can imagine at all. As you seem to have found a work-around, and as we cannot reproduce it, I wonder if there is much point pursuing this bug further.
