I had unchecked the "hardware clock set to UTC" checkbox. As a result, the system thinks my hardware clock is set to UTC. Reproducible: Didn't try Steps to Reproduce: 1.Make a fresh install of openSUSE. 2. Uncheck "hardware clock set to UTC" (this step might not be required) Actual Results: /etc/adjtime is missing. Every time I load up KDE, the clock is updated via NTP and is off by a few hours. (My current timezone is UTC+3 and the clock is off by 3 hours). Unchecking the "hardware clock set to UTC" checkbox in YAST > System > Date and Time results in nothing happening. It is still checked when returning to it. Expected Results: /etc/adjtime should exist. The system should behave as if the hardware clock reflected the local time. Switching from UTC to local time in YAST > System > Date and Time should work. Creating /etc/adjtime manually fixed the problem for me.
