The logic is in /usr/lib/pm-utils/sleep.d/99Zgrub (find-kernel-entry) and is
there since grub. It matches the running kernel in the kernel config, like you
described.
I don't intend to change it is because I'm not aware of any issue will have,
the changes made by grub2 is only to parse the grub2 config and provide
symmetric result to grub (that is an array of kernel, indexed by their order in
the config).
Maybe the logic could be improved by matching "resume=" and simplified approach
may generally be less mistaken. But the problem is that it had been implemented
that way and worked a while without reported issue. So I tend to re-use the
same logic (and code) we had been using for grub, rather than work from
scratch.
Probably the changes should go to the pm-utils maintainer ?
