The /etc/adjtime is only valid for 12.2 as here we switch over to the
common location where systemd now stores the information if or if not
the CMOS clock is running on local time or on UTC.
Before 12.2 (that is 11.4 and 12.1) the valid location is /etc/sysconfig/clock
with its variable HWCLOCK. The mkinitrd of 11.4 and 12.1 will handle
/etc/sysconfig/clock whereas the mkinitrd of 12.2 and on will use /etc/adjtime.
On 12.2 the /etc/adjtime will be always created if it does not exists in case
of an update the %post scriptlet of package aaa_base will create the
/etc/adjtime with the help of /etc/sysconfig/clock and then remove HWCLOCK
from /etc/sysconfig/clock.
The file /etc/adjtime is also used by hwclocj even if it does *not* adjust
the system clock from the CMOS clock as in this case hwclock simply uses
the third line of /etc/adjtime.
