When you change it on Settings, it changes partially. It continues as it was by default (black) on some parts of the screen, (for example, window title bars). Reproducible: Always Steps to Reproduce: 1. Open XFCE's Settings Manager 2. Go to MOUSE settings. 3. Go to Theme tab, and change it to other than default theme.
