Mark: Can you please make sure to upload data in "easily readable format". Best
is plain text, if it's quite some data, you may want to gzip/b2zip it or it
it's quite some files, best tar the files to one.
When you upload the attachment, please make sure to choose the correct content
type from the check box or drop down menu.
Can you please again upload acpidump output and choose text/plain as attachment
format, please.

Let's take this as "main" bug and let's concentrate on the latest kernel of
the day version. Please attach as plain text:
- full dmesg output
- dmidecode output
- acpidump output

Some additional things you can try:
- Try to not load the toshiba_acpi driver, add:
blacklist toshiba_acpi
to /etc/modprobe.conf.d/99-local.conf
- If the thoshiba_acpi driver is loaded a "force fan" mode can be
chosen. Syntax is weird, looks like what Joey said: a fitting userspace
tool should get used. You might be able to give it a try by:
cat /proc/acpi/toshiba/fan
check the value and change it by:
echo " force_on : 1" >/proc/acpi/toshiba/fan
or
echo " force_on : 0" >/proc/acpi/toshiba/fan
(not sure I got this right. Be careful to take over the whitespaces).
I won't have that much time to look at it closer, but with some luck we get the
attention of some others with similar problems.
You may also want to double check these (I didn't look at them at all, simply
grepped for ACPI fan issues on Toshiba. Looks like Toshiba laptops have/had
quite some fan issues on Linux):
