/etc/init.d/apache2 restart
should do the job.
reloading a service after upgrade is exactly NOT the way to go.
It is why the "check-reload" function has been implemented in the rc-script:
The binaries have been replaced, and if the daemon(s) do not re-start
completely upon reload (which is not the expected behaviour), then the
service still runs on old binaries.

I'm not sure either if you actually WANT a service like apache2 to be reloaded
or restarted for that matter, directly after a package upgrade. Service
interruption is not an option for the simple application of some updates.
Isn't it configurable as to whether yast2 restarts services upon update?
