"Legacy USB" was set to "Disabled". After toggling it to "Enabled", the
bootloader recognises keystrokes from the USB keyboard. (Go figure!)

Thanks for pointing me in the right direction (and I know bug reports are not
the right place for support questions, but at first I genuinely thought there
was a bug).
