In the second stage of a fresh install the steps for update are currently like
this:

check network connection
download release-notes
download repository metadata
ask to run or skip online update

Downloading the repository metadate will delay a fresh install for a long time
on a slow internet connection. Even if a proxy is configured in second stage,
the proxy will not really help because download.opensuse.org redirects to many
mirrors which invalidates most requests from previous installations.

Therefore I request to change the flow to first ask wether the online update
should run. If Skip is selected, just write the .repo files in
/etc/zypper/repos.d and continue with installation.
