I don't care where this is going to be fixed! But it needs a fix soon IMHO.
openSUSE provides /etc/sysconfig/kbd with KBD_NUMLOCK setting but a default
install just ignores it?
A statement like "KBD_NUMLOCK, it is not supported under systemd" is not really
acceptable. The option is there and does not work. -> BUG
And no, this is not a 12.2 bug. This needs a fix in 12.1 as well!
