Werner, what information exactly are you waiting on to be able to fix this?
Is it this?

I can hardly imagine a service is touching a config file! And how that would be
relevant to this issue, because the issue is /etc/rsyslog.conf isn't used,
while it should be. Not that it is somehow changed (which it isn't as far as I
can tell)...
(I upped the importance again, because a correctly working logging service is a
primary function of any OS, and is needed to be able to trace other issues)
