The adolc maintainer has other ideas about this:
I am not only the maintainer of the ADOL-C package in OBS, but also the
upstream maintainer and developer. In this capacity I work in close
contact with ColPack developers. The current build system is based on
old Makefiles and not portable. It does not even use $RPM_OPT_FLAGS,
which should always be used.
The ColPack developers are working on a revamp of the build system, and
ADOL-C will need upstream changes to deal with that. Once this process
is finished the packaging can be seperated. As there are no other users
of ColPack library there is no particular need to do this in the current
state.
Don't know how this got assigned to me, I was willing to help out, but my hands
are tied.
